Supervisory and Self-Regulatory Bodies

Supervisory Authorities

The primary supervisory authorities are the Commission de Surveillance du Secteur Financier (CSSF), the Commissariat aux Assurances (CAA), and the Administration de l'Enregistrement, des Domaines et de la TVA (AED). These three bodies collaborate at the national level.

  • The CSSF oversees the banking and financial sector, ensuring that regulated entities comply with applicable laws, particularly their AML/CFT professional obligations.
  • The CAA supervises the insurance sector, with a mandate to enforce AML/CFT compliance among insurers. It also monitors the implementation of financial restrictive measures by entities under its purview.
  • Beyond its fiscal responsibilities, the AED supervises professions that are neither regulated nor self-regulated, including real estate agents, tax advisors, and gambling service providers.

Self-Regulatory Bodies

Certain professions are self-regulated, with AML/CFT oversight provided by their respective professional bodies.

  • The Institut des Réviseurs d’Entreprises (IRE) supervises statutory auditors and audit firms.
  • The Ordre des Experts-Comptables (OEC) oversees accountants.
  • The Chambre des Notaires (CdN) monitors notaries.
  • The Ordre des Avocats du Barreau de Luxembourg (OAL) and Ordre des Avocats du Barreau de Diekirch (OAD).
  • The Chambre des Huissiers de Justice (CdH) supervises bailiffs.
