National AML/CFT Strategy

The National Anti-Money Laundering and Counter-Terrorist Financing (AML/CFT) Strategy addresses the risks identified in Luxembourg’s national risk assessments for money laundering and terrorist financing (ML/TF). It adopts a comprehensive, multi-year approach to maintain Luxembourg’s high standards of effectiveness and to ensure alignment with evolving international and European norms in this field.

An annual report on the implementation of the national strategy is presented to the Government Council, detailing the measures taken to achieve its objectives. The strategy also includes a revision clause, allowing for adjustments as necessary—particularly to account for new or evolving risks identified in national risk assessments.

National AML/CFT Strategy 2025–2026

The National AML/CFT Strategy for 2025–2026 was approved on 22 January 2025 by the Interministerial Steering Committee for AML/CFT and adopted by the Government Council on 14 February 2025. It is structured around four key priorities:

  1. 1. Enhancing understanding and communication of ML/FT risks and further developing information-sharing between the public and private sectors, including operational cooperation

  2. 2. Optimising AML/CFT supervision by reforming its institutional framework through the establishment of a new public authority and harmonising supervisory practices via an integrated approach

  3. 3. Improving the operational effectiveness of investigative, prosecutorial, and asset recovery authorities—particularly by leveraging technological innovation within the criminal justice system and strengthening procedural efficiency

  4. 4. Strengthening the role of registry managers and consolidating technological tools, while continuing efforts to enhance transparency in legal entities and combat the misuse of legal persons and structures.
