Judicial and Law Enforcement Authorities

The Office of the Public Prosecutor General, led by the Prosecutor General, represents the public prosecution service before the Superior Court of Justice, including the Court of Appeal and the Court of Cassation.

The Grand Duchy of Luxembourg is divided into two judicial districts—Luxembourg and Diekirch—each with its own District Court. The public prosecution service is represented in each district by a Prosecutor and deputy prosecutors, forming the District Prosecutor’s Office. The Economic and Financial Department of the Luxembourg Prosecutor’s Office handles criminal cases of an economic and financial nature, including money laundering and terrorist financing cases. It also processes foreign confiscation judgments from third countries and hosts the Asset Recovery Office. The Economic and Financial Department of the Diekirch Prosecutor’s Office has a similar remit, except for the Asset Recovery Office and counter-terrorist financing, which fall under the exclusive national competence of the Luxembourg department.

The Investigating Chambers of the Luxembourg and Diekirch District Courts comprise investigating judges, who are independent and impartial. Their primary role is to oversee complex judicial investigations to ascertain the truth. They possess both investigative and judicial powers.

The Judicial Police Service (SPJ) conducts investigations and executes inquiries under the direction of the State Prosecutor. It employs a broad range of investigative techniques as defined in the Code of Criminal Procedure. The SPJ "ECOFIN" unit specialises in economic and financial crime.
