FATF Country Lists

The Financial Action Task Force (FATF) publishes lists of countries with strategic deficiencies in their frameworks for combating money laundering, terrorist financing, and proliferation financing (AML/CFT/CFP). These lists are typically updated and released following the FATF Plenary meetings in February, June, and October.

List of Countries under Increased Monitoring (“Grey List”)

This list identifies jurisdictions that are actively working with the FATF to address strategic deficiencies in their AML/CFT/CFP regimes. When a country is placed under increased monitoring, it signifies that the country has committed to swiftly resolving the identified deficiencies within agreed timeframes and is subject to enhanced scrutiny.

List of High-Risk Jurisdictions Subject to a Call for Action (“Black List”)

This statement identifies countries with serious strategic deficiencies in their AML/CFT/CFP frameworks. For all jurisdictions deemed high-risk, the FATF calls on its members and urges all countries to apply enhanced due diligence. In the most severe cases, countries are called upon to implement countermeasures to protect the international financial system from ongoing risks of money laundering, terrorist financing, and proliferation financing emanating from the listed jurisdiction.
